Scope Of Work

Job Description

Under the direct supervision of the Sr. MEAL Manager and technical guidance of the MA&L Coordinator, the Health MEAL Manager will have technical oversight of monitoring, evaluation, accountability, and learning processes for all Emergency Health (HHR) programs, including leading operational research, program impact assessments, MEAL capacity building, and program reporting. He/she will play a key role in the direct supervision and capacity building of MEAL and program staff from IRC and its partners, and monitoring and evaluation of program quality and services in close collaboration with Emergency Health Program leads.


Technical support

  • Support Emergency Health Program and MEAL focal points in implementing quality control measures i.e. Quality Monitoring visits and Routine Data Quality Audits (RDQA); support should include but is not limited to developing/reviewing quality control tools, databases, data sets needed, processes, co-lead the conduct of visits and audits, assist in the analysis of findings, and co-convene meetings to discuss findings
  • Conduct regular field monitoring visits, subject to availability of access in project sites, draft findings and recommendations and develop necessary actions with IRC and partner program and MEAL staff
  • Support Emergency Health Program and MEAL focal points to organize and manage project impact assessment surveys, baseline and endline surveys, operational research, and other assessments and evaluations as necessary; support should include but is not limited to developing/reviewing data collection tools, databases, data sets needed, and data collection and analysis methodologies, contribute to report writing, and co-convene meetings to discuss assessment/evaluation/research findings
  • Support the timely implementation of routine monitoring activities; support should include but is not limited to developing or reviewing data collection tools, databases, data sets needed ensuring donor and internal requirements are met, data collection and analysis methodologies
  • Collect and review MEAL reports (databases) from the field on a monthly basis and provide feedback where necessary
  • Organize and facilitate learning workshops/meetings, draft learning reports, and discuss/share findings with all staff concerned
  • Contribute to the development of a MEAL capacity building plan for IRC and partners by conducting capacity/support needs assessments and coordinating schedules and frequency of training/technical support
  • Build the capacity of IRC and partner staff through training, coaching, or mentoring on MEAL
  • Organize and facilitate MEAL coordination meetings with IRC and partner program and MEAL staff to discuss MEAL support needs, review data (may coincide with RDQA exercises), discuss monitoring findings, facilitate planning for MEAL activities, etc.
  • Promote collaboration among the Health MEAL staff in Yangon and field offices, and partners

Grants Management

  • Support the development of new proposals by providing data from needs assessments, context analysis, and other relevant research; provide inputs in selecting relevant indicators, and calculate targets and beneficiary reach
  • In close collaboration with the Emergency Health Program and MEAL focal points, update the list of locations in the Grants and Area Mapping tool, specifically mapping out active and non-active project sites, and new/deleted sites
  • Prepare presentation materials for Grant Opening Meetings highlighting MEAL requirements for the project
  • Track the implementation of scheduled assessments, surveys, and evaluations as per project commitment
  • Prepare indicator tracking tools (ITT) for new grants; maintain/update existing ITTs
  • Prepare MEAL plans for new grants; maintain/update existing MEAL plans


  • Provide technical support on donor and other internal reporting requirements in accordance with standardized reporting templates and ensure all MEAL reports and data are produced with highest quality and submitted in a timely manner
  • Regularly update the project Indicator Tracking Tools in collaboration with program staff; submit to MEAL Technical Support Unit in Yangon on a monthly basis

Perform other duties and responsibilities as required by the Sr. MEAL Manager and MA&L Coordinator


  • M.B., B. S, B.Comm.H; post-graduate degree in Public Health or a related field is preferred
  • At least 3-5 years of experience in MEAL for complex health programs in a humanitarian UN/INGOs/LNGO context
  • Demonstrated high level skills in program and project MEAL, operational research, and impact assessment
  • Excellent understanding of the Myanmar context
  • Experience working with local organizations
  • Experience and skills in capacity building and mentoring multidisciplinary health program team
  • Experience in design, implementation, and analysis of health program assessments and surveys
  • Excellent communication skills, fluent written and verbal Myanmar and English skills
  • Excellent computer literacy and have good skills and experience in managing and using data management and mapping software i.e. Kobo, CommCare, PowerBI, Tableau, SPSS, Arc/QGIS
  • Excellent command of MS Office software applications (Word, Excel, Access, Outlook, and Power Point).
  • Ability to work under stressful conditions while maintaining professionalism
  • Patience, diplomacy, flexibility
  • High level of critical thinking and analytical skills
  • Ability and willingness to travel to hard-to-reach program areas

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
