Background Information - Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

UNOPS is the Fund Manager for the Access to Health Fund, a multi donor fund supported by the United Kingdom, Sweden, United States, and Switzerland. The Fund has been established in 2019 to provide support for health needs in Myanmar.

The Access to Health Fund is the third phase of Donors’ commitment to supporting the Health sector in Myanmar through a pooled funding mechanism: the first multi-donor Fund (the Three Disease Fund, 2007-2012) supported HIV, TB and Malaria programs after the withdrawal of the Global Fund from Myanmar in 2005; it was replaced by the Three Millennium Development Goals Fund (3MDG Fund, 2013-2018), which introduced support for MNCH and Health Systems Strengthening alongside the three diseases. The 3MDG Fund ended in December 2018. As its successor, the Access to Health Fund was given a name that reflects a strong focus on conflict affected areas and on reaching vulnerable and underserved populations.

Access to Health Fund is supported by four major donors the United Kingdom, Sweden, United States, and Switzerland to increase use of quality essential health services for poor, underserved, marginalized and vulnerable people in conflict affected areas, and to enable the continued strengthening of the health system.

In 2020, as part of its Corporate Social Responsibility (CSR) commitment, Takeda, a new private donor provides a dedicated fund to Access to Health with the similar vision of reaching essential health services to marginalized and vulnerable populations in conflict affected and hard-to-reach areas and for health system improvement in Shan State. The Takeda Project aims to sustainably improve the health and well-being of people in Shan by working on three pillars: infrastructure and equipment (assets), people, and health systems strengthening.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS

Functional Responsibilities

Under the direct supervision of the Program Manager (Takeda) and under secondary supervision of Monitoring and Evaluation Senior Manager, the incumbent of the post will carry out the following duties and responsibilities:

Team management and support

  • Guide, mentor and supervise the assigned M&E team members
  • Take an active role in the quality assurance of team’s deliverables
  • Provide technical guidance and support to team members on M&E of Health System Strengthening of Ethnic Health Organizations, Reproductive, Maternal, Neonatal and Child Health (RMNCH) and/or HIV/AIDS, TB and Malaria grants.

Grant management support
  • Monitor and analyze grant / implementing partner performance, and propose any actions that may be necessary, including termination of, or adjustments to grants to ensure compliance with Fund policy and priorities.
  • Conduct field visits and Routine Data Quality Assessments (RDQA) to ensure that project activities are on track, reported data is accurate and in line with standard indicators, grant work plans, partner log frames and the Access to Health Fund Log Frame.
  • Provide effectively feedback and support to implementing partners on their performance and data quality, and follow-up as necessary.
  • Build capacities of Implementing Partners in monitoring and evaluation.
  • Close teamwork with the Program, Communication and Grant Units within the Takeda Program including seeking advice, taking it on board, representing and liaising with different stakeholders, involving in grant management and working as ‘one team’ in the implementation of programs.

M&E system strengthening
  • Provide technical inputs into the design, implementation and improvement of Access to Health’s monitoring and evaluation system, policies, tools, processes.
  • Establish a system to monitor and evaluate the activities related to infrastructure.
  • Under the overall leadership of the M & E Senior Manager, coordinate operationalization of Performance based funding and relevant control mechanism of the project.
  • Lead the development and implementation of Value for Money principle of the Access to Health's system.
  • Adapt monitoring arrangements to the realities of conflict-affected areas

Strategic Information and reporting
  • Involve in development of progress and annual reports to donors.
  • Oversee data compilation, analysis and reporting processes to measure progress and achievements.
  • Provide strategic information to the Takeda Program Manager, M&E Senior Manager and Senior Management in investment decision making.
  • Evaluate effectiveness and impact of the Takeda Project covering all three pillars
  • Conduct and support various external /internal assessments, evaluations and data requests.

  • Support future programming efforts
  • Contribute to national M&E system strengthening efforts.
  • Review and provide technical inputs on research proposals
  • Promote dissemination of lessons and knowledge sharing.
  • Conduct other duties as assigned.

Education/Experience/Language Requirements

  • Education
    • Master’s degree in health programs or relevant discipline is required. A Bachelor's Degree in combination with 2 additional years of relevant experience may be accepted in lieu of the Master’s Degree.
  • Work Experience
    • Minimum 5 years of relevant M&E experience working with health programs is required.
    • Experience of successful development and implementation of an M&E system for a health programme is required.
    • Extensive knowledge of Maternal, Neonatal and Child Health combined with some knowledge of health system strengthening, HIV/AIDS, tuberculosis and malaria is highly desirable
    • Familiarity with the District Health Information System 2 (DHIS2) and data system of ethnic health organizations is an asset
    • Program implementation / monitoring experience in conflict-affected areas will be an asset
    • Experience working with Government agencies and NGOs is desirable.
    • Mentoring / people management experience is an important asset.
    • Excellent writing and analytical skills are required
  • Language
    • Fluency in both written and spoken English and Myanmar language are required
