Organizational Setting

The National Technical Officer (Harm Reduction) works under the overall supervision of the WHO Representative in Myanmar, the technical guidance of the Medical Officer (HIV & Hepatitis) and Technical Officer (HIV & Hepatitis) in collaboration with the National AIDS Programme and Drug Dependency Treatment and Research Unit of Ministry of Health and Sports. The candidate will provide Technical Support to the community of people who use drugs and other key and vulnerable populations for HIV and Viral Hepatitis in line with the WHO Myanmar Country Cooperative Strategy (CCS 2019-2023) and Myanmar Sustainable Development Plan (2018-2030). Overall supervision is focused on the successful delivery of client oriented and efficient implementation of operational services.

Major Duties and Responsibilities

  • To assist National AIDS Programme for prevention of HIV including blood safety
  • To assist National Drug Abuse Control Programme for Drug Treatment and research, harm reduction and methadone maintenance therapy in coordination, planning, implementation and monitoring
  • To assist National AIDS Programme, National Drug Abuse Control Programme, National Hepatitis Control Program and other related departments of Ministry of Health & Sports for Implementation of HIV, TB, Hepatitis and harm reduction services in Prison in collaboration with Ministry of Home Affairs including Central Committee of Drug Crime (CCDAC) and other UN partners
  • To support field staffs through regular field visits and troubleshooting of field level implementation in line with work plan and reporting time line
  • To provide technical support, as a part of WHO HIV/AIDS team, to National AIDS Programme, National Drug Abuse Control Programme, National Hepatitis Control Program and for planning, service delivery and strategic information
  • To carry out related assignment especially in relation to universal health coverage contribution
  • To submit assignment report quarterly

Work Relations and Partnerships

The National Technical Officer provide technical support to National AIDS Programme and Drug Dependency Treatment and Research Unit, National Hepatitis Control Program He/she needs to coordinate with UN agencies, development partners, implementing partners and donor agencies. He/she works as a part of WHO HIV-AIDS team in achieving health related SDG goals in collaboration with other technical teams of the WHO country office.

Impact of functions

The function plays a key role in ending HIV epidemic in Myanmar. The technical support will strengthen the health system and improve the health care service of Myanmar. New HIV transmission is expected to be reduced and health outcomes of PLHIV will improved.

Qualifications

Educational background

Essential: Degree in Medicine.

Desirable: Post-graduate degree on public health or training on HIV/AIDS programme Management

Professional experience and knowledge

Essential: At least four (4) year of related work experience in public health; Has a broad knowledge of principles, practices, methodology and techniques in public Health

Desirable: Work experience with higher officials of Ministry of Health and Sports; Programme Management experience on HIV/AIDS and Viral Hepatitis; Working experience with UN, International NGOs

Language Skills

Fluency in oral and written English & Myanmar in required
