STTA for a Study to assess climate change risk and vulnerability of the Agricultural Sector in AFDA ZOI area, Myanmar

ACDI/VOCA is seeking Short Term Technical Assistance for a Study to assess climate change risk and vulnerability of the Agricultural Sector in AFDA ZOI area for the USAID-funded Agriculture and Food Systems Development Activity (AFDA) in Myanmar. The AFDA facilitates the transformation of agriculture and food systems by increasing productivity, inclusiveness, and competitiveness of the agricultural market system in the zone of influence (ZOI) such as Kachin State, Shan State, Mandalay Region, Sagaing Region and Magway Region.

The objectives of this STTA are to conduct climate change risk and vulnerability assessments for AFDA target commodity sectors such as Horticulture crops (onions/shallots and capsicum), Oil Seed crops (sesame), Pulses & Beans (green gram, black gram, chickpea), Maize in AFDA ZOI area and to develop the climate change adaptation options for the market actors. The anticipated timeframe for this assignment is April to May 2022 with up to 18 days of effort. The primary location for this assignment is Yangon and ZOIs.

  • Review the existing vulnerability assessment reports including Myanmar’s National Adaptation Plan (NAP)
  • Conduct the assessment based on climate change vulnerability assessment methodology for AFDA ZOI
  • Identify the key climate change issues and challenges of climate affect in Agriculture sector of AFDA ZOI
  • Identify key climate change vulnerability indicators for AFDA priority commodities sector for each of AFDA ZOI
  • Assess current coping mechanisms and overall adaptive capacity of market actors in the AFDA ZOI and examine the adaptation deficit to current climate variability and change, which lead communities to be vulnerable to climate risk
  • Identify suitable and innovative methods and practices to reduce climate-related risks and to adapt to climate change for AFDA priority commodities sector to provide services in AFDA ZOI
  • Prepare a vulnerability assessment report including adaption options and presentation that delivers the assessment findings and recommendations

  • Experience conducting analysis of vulnerability to climate change in Agricultural for NGOs, consultancies, governments, and/or firms in Myanmar.
  • Knowledge of Myanmar’s agriculture sector currently including situation of climate change affect and extreme weather events in cultivated crops in the whole Myanmar.
  • Knowledge of technical knowledge transfer methodologies and familiarity with climate change resilience practices and advance techniques and experience in practical involved in successful commercial model’s smart agriculture program in Asia and SE Asia, especially Myanmar, and/or neighboring countries.
  • Working knowledge of agroclimatology, climate smart agriculture technology and well experience in climate change resilience products production in Myanmar and/or neighboring countries.
  • Excellent spoken and written English.
