The overall objective of the programme is to prevent HIV and hepatitis infections and to reduce the HIV and hepatitis related morbidity and mortality. The objective of the country level programme is to assist the Ministry of Health and Sports (MoHS) and in particular the National AIDS Programme and National Hepatitis Control Programme to develop and sustain appropriate HIV and hepatitis prevention and care interventions with focus on the health sector response as integral part of the country's endeavor to achieveUniversal Health Coverage (UHC) and attain the health-related Sustainable Development Goals (SDGs). Most relevant health-related SDGs include ending the HIV epidemic as public health threat by 2030 according to the SDG Target 3.3; moving toward the elimination of the viral hepatitis by 2030 in line with the SDG target 3.3; and prevention and treatment of substance abuse in line with SDG target 3.5. The country level programme also assists for the harmonisation of national and international efforts to ensure that HIV and hepatitis treatment and care are scaled up while prevention interventions are accelerated enabling a comprehensive health sector response to HIV and hepatitis. Recognizing that TB is the top cause of deaths among living with HIV in Myanmar.It also assists intensifying the TB/HIV collaborative response in order to reduce new HIV-related TB infections, and to eliminate HIV-associated TB deaths.

Description Of Duties

Under the overall supervision of the WHO Representative and supervision of Medical Officer-HIV and Hepatitis and cooperation with the Ministry of Health and Sports (MoHS) especially NAP and NHCP, the incumbent will be responsible to:

  • Be responsible for the timely technical implementation, monitoring and evaluation of the different agreed workplans with the NAP and NHCP, including WHO collaborative programmes funded by extrabudgetary and flexible sources.Funding sources include Global Fund, UNAIDS, UBRAF,with particular focus in the area of financial oversight of programme implementation and reporting. In case of gap between the workplans and implementation, identify and propose creative solutions to ensure timely implementation, reporting and accountability. Suggest workflow changes or implementation of new workflow among the partners to improve performance, as necessary.
  • Provide technical support in implementing collaborative workplans for all areas of HIV team including prevention of HIV and hepatitis transmissions: reduction of harmful consequences of injecting drug use including opiate substation treatment; blood safety programme programmes; HIV and hepatitis testing services; HIV treatment expansion including HIV drug resistance prevention and monitoring, transition of HIV treatment services from NGOs to public sector; prison health; laboratory and overall health systems support concerning HIV and hepatitis; procurement and supply management of HIV and hepatitis commodities; strategic information for HIV and hepatitis including surveillance, modeling, monitoring, evaluation, and operational research; eHealth development for HIV and hepatitis programmes as part of overall health information system strengthening efforts; continuum of prevention, testing and treatment for HIV and hepatitis including prevention of mother-to-child-transmission and diagnosis and treatment ofco-morbidities, for example TB, STI-RTI and NCDs .
  • Strengthen the TB/HIV collaboration and integrating response on TB prevention such as infection control and treatment of latent TB infection. Special attention should be given to MDR-TB prevention and care among key populations such as people who inject drugs and patients with hepatitis. Improve TB-HIV data from both TB and HIV and related programmes to monitor the progress.
  • Create synergies among the staff in HIVteam to achieve efficient and effective operation of the unit. Establishoperational framework forWHO HIVteam to demonstrate high performance, credibility and value to national counterparts and partners. This includes continued capacity building ofunit staff for the introduction and implementation of the GSM system.
  • Develop NAP and NHCP proposals and strategies for resource mobilization in support of HIV and hepatitis programmes including TB-HIV collaborative activities in coordination with National TB Programme6. Identify and expand new partnerships with HIV, hepatitis and prison health stakeholders in-country, especiallyin support of HIV and hepatitisprevention and careprogrammes.7. Develop technical guidelines in partnership with NAP and NHCP andstakeholders fromother UN agencies and NGOs.

Required Qualifications


Essential: University Degree in medicine/health related area and advanced degree in Public Health or related areas.



Essential: At least 7 years of experience in planning, monitoring and evaluation of public health programme in the area of HIV and hepatitis in developing countries and working experience with international development agencies and in the field of global health partnerships.

Desirable: Experience in WHO or an international organization or institution, preferably in the UN system. Have experience in working ministries of health, supporting coordination of different programs and agencies, and managing work plans and sizable funding. Experiences and/or working knowledge of HIV, hepatitis and TB clinical management.


Sound knowledge in planning, implementation and evaluation of HIV AIDS and viral hepatitis. Ability to work harmoniously as a member of a team and maintain a high standard of personal conduct. Ability to work in an international environment, and to coordinate work across many agencies, stakeholders, professional societies and civil societies. Excellent communication skill to effectively negotiate with national counterparts. Experience in managing programmes and staff.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2497 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
