Medical Officer(PrEP)

JOB SUMMARY:    
PSI/ Myanmar’s TOP BU working in Myanmar to give health services to key population such as MSM, FSW, TG with package of services including HIV/TB, FP, GBV and CCP. The principle role of Medical Officer works for TOP, a HIV/AIDS and TB projects aiming at reducing HIV/TB co-infected transmission and HIV/AIDS-associated morbidity and mortality amongst the high-risk and marginalized population of Sex Workers, Men Having Sex with Men and TG in 12 sites in Myanmar.
This position is to ensure that TOP clinic interventions are relevant and efficient service minded, meet defined Service Delivery Standards with quality assurance, ensure the patient’s safety and deliver the best possible health care within limited resources.

DUTIES & RESPONSIBILITIES:

Medical Officer (PrEP) is mainly responsible for
I.    Medical management
The duties and responsibilities of Medical Doctor (PrEP) include:
1.    Ensure Substantial risk for HIV infection, acute HIV infection, recent exposure to HIV, counseling for PrEP users and PrEP eligibility for PrEP potential users
2.    Provide clinical consultation and management of PrEP in accordance with National according to service oriented and maintain confidential records and registers of patients, their conditions and treatment provided.
3.    Cooperate with PrEP counselors and PrEP Navigators closely as a team to provide PrEP adherence and support
4.    Ensure medical, psycho-social care and patients support for all PrEP users
5.    Ensure the availability of supply chain of clinic for medical commodities for PrEP including HIV test kits, STI test kits, ARV medicines, and other medicines, etc.
6.    PrEP service provision including invasive procedures like withdrawing of blood for HIV testing, required lab services, STI management, in accordance with Myanmar PrEP guideline
7.    Interact with other members of the TOP team to ensure quality and relevance of activities compared to objectives of the program
8.    Organises the capacity building of relevant staffs and contributes for technical aspects to trainings of prevention staff.
9.    Ensure all clients tested HIV positive while receiving ART treatment or successful referral of patients for ART initiation in collaboration with NAP.
10.    Ensure infection control in the clinic, universal precautions and sterilization procedures are followed according to SOPs
11.    Advise technical inputs and approach for achieving of PrEP Project outcomes
12.    Proactive feedback loop mechanism for service provision staffs and program staffs related with PrEP program implementation and evaluation purposes
13.    Electronic data entry processes (real time data entry) with PrEP database for PrEP service provision
14.    Responsible as a staff standing person in the ART/STI clinic when a medical officer is going to leave or other reasons.
15.    Additional tasks according to grant requirements and program necessities
II.    Technical capacity building for Project site program staff around HIV management
1.    Plan, conduct and facilitate regular technical capacity building session for relevant project staffs
2.    Share updated technical information with the project team
3.    Assess and improve technical capacity of TOP service provision staffs like peer outreach workers, PrEP counselors, PrEP Navigators, and other related staffs
III.    Program management and project accountability
Work closely PrEP Team and coordination staffs to ensure the project accountability
1.    Participate in monitoring of progress of project, giving feedback, identifies problems and propose solution
2.    Active participation in programs related meetings or trainings within organization and also need to attend external meetings which are related to clinics activities
3.    Giving feedbacks and inputs for PrEP projects achievement
4.    Cooperate and coordinate with other team members such as PrEP counselor and PrEP Navigators to ensure the adherence not only incompliance patients and loss to follow up PrEP users but also referral process
5.    Liaise with PrEP Administrator for retention of PrEP clients and supports improvement in PrEP program implementation
IV.    Data recording and Keeping
1.    Conduct in recording and reporting of data according to data flow in accordance with TOP data protection policy
2.    Real time data entry by providers him or herself for respective modules for PrEP data base
3.    Keep all the files and records thoroughly to ensure the confidentiality of all the clients.

•    Must be M.B.; B.S;
•    Must have appropriate professional competencies and qualifications;
•    English language skills are an asset;
•    Experiences in management of HIV prevention and treatment program
•    Must be a good team player
•    Should be organized, systematic and dynamic, and must interact well with others.

Background:

“Myanmar Red Cross Society (MRCS)” is going to start a project called “Enhancing emergency response capacities and disaster preparedness of urban communities in Yangon, Myanmar” with the support of German Red Cross (GRC). The project aims to enhance emergency preparedness and reinforce de-centralised response capacities of Red Cross Branches of Yangon in six selected townships: Thanlyin, Kayan, East Dagon, South Dagon and Dagon (Seikkan), as well as Hlaingtharya.


Purpose of the Position:

The ‘Field Officer’ under direct supervision of ‘Program Manager’ will be responsible for day to day implementation and monitoring of the project activities in the field. Field Officer will be a highly motivated and proactive individual, who is able to work both independently as a team member and under supervision as well as showing flexibility with Red Cross Branches in meeting the various tasks required by this position at the MRCS Township Level.


Duties and Responsibilities
I. Implementation


The Field Officers’ responsibilities may include but are not limited to:


1.    Prepare township level risk profile based on secondary data (related to hazards, health and others).


2.    Facilitate Township Red Cross Branch and local authority to identify vulnerable communities and school to implement project activities.


3.    Facilitate Township Red Cross Branch to recruit Community/ School Focal Person for each targeted community and school.


4.    Advocacy and liaise with key stakeholders (Government, INGOs, and Local NGOs) as well as with Township Red Cross Committee Members and Red Cross Brigade Officer to support school and communities in implementing project activities.


5.    Facilitate and assist to Community and School Focal Persons and Red Cross Volunteers in planning and implementing DRR activities in the targeted schools and communities such as;


o    Carrying out Vulnerability and Capacity Assessments


o    Develop Disaster preparedness and response planning


o    Establish of Disaster preparedness and evaluation plans


o    Set up Community based Early Warning System


o    Developing Households Level Disaster Preparedness (DP) Planning


o    Setting up of Disaster Response Teams and Early Warning System at the branches


6.    Plan and implement program activities in line with program work plan and logical framework of the program.


7.    Provide robust technical support to field assistant, community/school focal person and volunteers in developing and implementing awareness raising as well as behaviour change communication activities for promoting DRR- culture of safety and resilience in the targeted communities and school.


8.    Supervise and provide hands on guidance and support to Field Assistant during day to day program implementing.


9.    Support to community Disaster Management Boards, SDMC and volunteers in executing disaster response simulation exercise in the targeted schools and communities in coordination and consultation with key stakeholders.


10.    Strengthen disaster preparedness and response capacity of MRCS’ targeted branches


11.    Ensure that project implementation in line with MRCS’ strategy, policies and the principles of Red Cross Code of Conduct.


12.    Base in the project township and conduct regular visit to schools and community in order to ensure quality, coherence and effectiveness of project activities.


13.    Support the program Coordinator and 2 IC to organize coordination meeting at Township level.


II. Coordination and Reporting


14.    Facilitate to get decentralize and strengthen to Red Cross Branches.


15.    Prepare reports i.e. monthly, quarterly and key activities reports and share with Program Coordinator through M&R Officer on/or before agreed deadlines.


16.    Coordinate with VDMC/SDMC and 2IC for preparation of monthly and quarterly plan of the program implementation and share to Program Coordinator through M&R Officer before agreed deadline.


17.    Coordinate for the organization of coordination meeting and workshops (weekly meetings, quarterly meeting, trainings, etc.)


18.    Work together with MRCS Red Cross Branches and decentralized to trained Red Cross Volunteers.


III. Financial Management


19.    Prepare cash forecast and working advance request based on plan of action (monthly and quarterly) with Red Cross Branches and share to Admin Officer for compilation before agreed deadlines.


20.    Prepare financial settlement in line with MRCS financial regulation and get approval for the financial expenditure used by field office.


IV. Others


21.    Ensure that Program Manager is fully informed on operation matters in the field.


22.    Work towards the achievement of overall goals of MRCS.


23.    Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.


24.    Perform other work-related duties and responsibilities as may be assigned by the supervisor.

In 2017, MRCS is increasing its engagement in Rakhine state through immediate, medium and long-term support to people affected by communal violence. With the support of IFRC, MRCS has initiated Branch Capacity Building Development program in Sittwe, Mrauk-U, Kyauktaw, Ponnagyun, Minbya, Maungdaw, Buthidaung, and Rathedaung Townships. Program period is initial three months and high possibility of extension as long term program. Maungdaw, Buthidaung, and Rathedaung areas are under the management of Maungdaw Hub office. MRCS is setting up Operation Management Unit under the direct supervision of Deputy Secretary General and technically under the Rakhine Operation Steering Committee.


Purpose of the position:

Senior Health Program Coordinator will be responsible for leading, managing, Planning, Implementing and improvement of MRCS’ mobile Health clinic care activities at Sittwe, Maungdaw and Butheedaung. This position involves extensive record keeping, organizing, and problem solving and time management. It also involves interpretation and communication of complex regulations and medical data and communication with MRCS Health Department, Health Coordinators, Mobile clinic consultant, and Health Delegate including providing regular report and analysis. Extensive coordination with State Health Department, District and Township Health Departments, Health Delegate, health cluster and in close coordination with other health actors and stakeholders operating in Rakhine.


Duties & Responsibilities
I. Clinical Care and Mobile Clinic Management


1.    In Collaboration with Health Department, Health Coordinators, Health Delegate and other related staff, develops working plan and timeframe for the mobile health clinic.


2.    To strengthen the capacity and improve motivations of mobile health clinic team members and participate in clinic visits when necessary.


3.     Provides mobile clinic teams with technical assistance in the performance of their jobs.


4.    In collaboration with health program coordinators, make sure that the quality of care is up to the standard by regular monitoring visits, regular reviews of the medical and program reports.


II. Planning, Monitoring, Evaluation and Reporting


5.    Ensures that all activities are implemented based on plan and timeframe to provide primary health care to targeted areas.


6.    Make sure that the mobile clinics teams are functioning.


7.     Maintains detailed, accurate, up-to-date and confidential records including: report health files, health services tracking system and documentation of all activities. Compile and develop periodic work plan and reports to Director of OM Unit, Director of Health Department, delegates and others as required.


8.    Monitor the ongoing health status and needs of the patients by ensuring the completion of daily healthcare activities, the availability of medicines, the achievement of the program goals and its indicators etc.


III. Coordination and Collaboration


9.    Coordinate with MRCS Health department for technical support to mobile clinic and effective clinical care for the patients.


10.    Work collaboratively with State, District Health Department (DHD).


11.    In close coordination and consultation with State, DHD, plans and delivers monthly update training on health, nutrition and environmental safety topics.


12.    Participate in coordination meetings and provide information to as needed and to keep updated information of current issues and trends related to the responsibilities of the job.


13.    Represent MRCS OMU and MRCS in meetings and events related with Mobile Health Clinic Program.

Background

: MRCS in collaboration with the American Red Cross is planning on implementing an OFDA funded programme in Central Rakhine State over a fifteen-month period. The project seeks to contribute to the increase of overall resilience of communities both directly and indirectly affected by communal violence. The project will target two townships in Central Rakhine State, namely Ponnagyun and Minbya Townships. The project will strengthen Myanmar Red Cross Society (MRCS) capacity to engage communities in resilience programming through training and awareness building. The project will also seek to address an observed lack of awareness surrounding hygiene practices in villages through direct interaction with community members. MRCS is seeking three (3) Field Officers to join this team.


Purpose of the position:

Disaster Risk Reduction Field Officer will ensure all activities are implemented in line with the project goal, objectives and output indicators. The DRR Field Officer will be based in Sittwe and will work under the direct supervision of the Program Coordinator. The DRR Field Officer as part of the Rakhine Programme team, will closely coordinate with the Red Cross Volunteers, Minbya and Myebon Township Red Cross Branch, Partners, and Community Based Organizations.


Duties & Responsibilities
I. Program Implementation


1. Work in close coordination and cooperation with other program team within the Rakhine program.


2. Ensure that suitable community mobilisers are selected and trained in communities where RCVs will not be working.


3. Prepare township level risk profile based on secondary data (related to hazards, economics, health and others).


4. Facilitate Township Red Cross Branch and local authority to identify vulnerable communities to implement project activities.


5. Advocacy and liaise with key stakeholders (Government, INGOs and Local NGOs) to support communities in implementing project activities.


6. Facilitate and assist to Community and Red Cross Volunteers in planning and implementing DRR activities in the targeted communities such as;


a.    Carrying out Integrated Community Assessment for building resilience


b.    Develop Disaster preparedness and response planning with community


i.    Set up Community based Early Warning System


c.    Developing Households Level Disaster Preparedness (DP) Planning


d.    Setting up of Emergency Response Teams and Early Warning System at the branches


7. Ensure that project implementation is in line with MRCS strategy, policies and the Red Cross Fundamental Principles and Code of Conduct.



8.    Maintain all hard and soft copy files for the programme.


9.    Participate in the preparation of operational plans for the project.


10.    Take responsibility for the overall implementation plan and scheduling and workshops, and ensure community participation in all phases of programme planning and implementation as per MRCS minimum standards for Community Engagement and Accountability.


11.    Develop and make use of contacts with Red Cross partners, government agencies, and local and international NGOs.


II. Coordination and Reporting


12.    Prepare reports (monthly, quarterly and key activities) and share with the Programme Coordinator to agreed deadlines.


13.    Coordinate with Township Disaster Management Committee (TDMC) Village Disaster Management Committee (VDMC) in the preparation of monthly and quarterly plan of the programme implementation and share with the programme coordinator.


14.    Work closely with the MRCS Township Branch team.


15.    Liaise and coordinate with Rakhine Program Finance Officer and MRCS finance Department to project activities in line with project log frame and plan of action.


16.    Prepare monthly progress reports and submit to line manager before the agree deadlines.


III. Financial Management


17.    Prepare quarterly basis cash forecast based on budget and plan of action and send to Program Coordinator before agreed deadlines.


18.    Prepare financial settlement in line with MRCS financial regulation and get approval for the financial expenditure used by field office.


19.    Follow the MRCS Financial Guideline.


IV. Other


20.    Maintain all hard and soft copy files for the programme.


        21. Carry out any other tasks assigned by Supervisor and Hub Manager.



Skills and Competencies Requirement
•    Must be a Myanmar National
•    Age under 50 years old

•    At least 1 year of work with NGOs or relevant government departments


•    Experience of working with communities in conflicts/disasters


•    Experience of Disaster Risk Reduction and Disaster response and recovery field
