Resident Engineer (QAQC Engineer)

QAQC Engineer Scope of Work

a.         Monitor the quality and ensure the works are carried out according to the contract requirements.

b.         Carry out inspection of the Contractors’ works in consultation with the respective Design Consultants for this Project.

c.          Liaise regularly with the Design Consultants’ and Contractors’ teams by attending meetings or exchange of correspondence. Matters requiring decisions from the Client & Design Consultants will all be recorded in writing and distributed for reference and record.

d.         Attend to Contractor’s request for inspection and carry out inspections for all Works in accordance with Contract Specifications.

e.         Chairing all site quality meetings and coordinating with the contractors on all quality matters and keep necessary record or minutes.

f.           Monitoring of all works to ensure that construction work in accordance to specifications and workmanship requirements.

g.         Collate Contractor’s Project Quality Plan, Method Statement, Inspection Test Plan, latest drawings to check for compliance.

h.         Inspection of all works related to structural, building construction, mechanical, electrical, sanitary & plumbing services and other works by the Contractors. (M&E Works by Client’s Team)

i.           Monitor and ensure that Contractors’ qualified, and experienced supervisors are available, from the commencement of the site preparation works till the date of practical completion of the project.

j.           Safeguard the Client interests by identifying defects and deficiencies in the works of the Contractors, which require Contractors to make good the defects.

        Construction Stage

a.             Obtain the approved drawings, specifications and authority permits to facilitate inspection of construction works.

b.             Review the contractors’ Project Quality Plan and Method Statement.

c.             Preparation and use of forms to improve and ease written communication, e.g.

                                 i.                   Request for Inspection

                                ii.                   Inspection checklist for individual trades

                               iii.                   Notification for overtime works, etc.

d.             Establish procedures for checking works to ensure compliance with design. Review materials on site, installation procedures and standards of workmanship and materials for compliance with contract requirements.

e.             Collate latest drawings, records of Consultant’s reply on Request for Information (RFI) and Request for Approval (RFA) and Project Manager / Engineer’s Instruction issued for changes to check the works on site for compliance.

f.              Attend to Mockup works inspection by Contractor’s Specialist and collate the acceptance/approval before commencement of Specialist Works.

g.             Attending to inspections requested by the Contractors.

h.             Attend to testing of materials and equipment to ensure all systems complied with the technical specification prior to their acceptance. Maintain an accurate record of all tests and inspections conducted, findings, and test reports.

i.              Diligently and regularly supervise the construction works, including off‐site fabrications, such as prefabricated elements & steel/R.C structures and shall ensure that the inspection test plans are duly adhered to.

j.              Alert the Designer for potential problems which may be encountered during the course of work.

k.             Ensure all works are executed according to the contract and the design intent, in accordance with good building practice.

l.              Ensure that Contractor conduct site verification (including trial trenches etc.) to identify possible existing services around the site before any excavation or piling works as well as potential conflict of the proposed utility and drainage connections.

m.           Inspect and ensure that construction work is carried out in accordance with any changes/variations requested by the Employer/Contractors.

n.             Inspect all systems for the proposed facilities before utility connections.

o.             Coordinate with QS to ensure the non‐compliance works by the contractor is not paid under the interim payment claim.

p.             Monitor contractor’s compliance with all safety and hygiene standard on site.

 

 Construction Completion Stage

a.             Collate the submission of As-Built and/or as Fitted Drawings and Operation and Maintenance Manuals by contractors/sub‐contractors upon for testing and commissioning.

b.             Review and monitor Contractor’s testing & commissioning schedule.

c.             Attend to all testing and commissioning procedures and shall witness commissioning tests carried out by the Contractors.

d.             Instruct the contractors to rectify defects discovered during construction completion inspection.

e.             Prepare punch list on defects and outstanding work by contractor for rectification.

f.              Carrying out periodic site inspections of defects rectification work carry out by the contractors and to recommend to Project Manager for issuance of the certificate of making good of defects upon completion of rectification works, in accordance with the contract conditions.

g.             Collate all revised As‐Built Drawings resubmitted after Testing & Commissioning by Contractors and pass to Designers / Project Manager (Engineer) / Employer for approval & record.

h.             Collate of Test reports and certificates after Testing & Commissioning for submission to the Designer / Project Manager (Engineer) / Employer on completion of the works.
