Responsibilities
  • Fleet management reporting (weekly/monthly)

Requirements
  • Demonstrated experience within a similar Fleet management role

  • Any Graduate person with Intermediate level in English
  • Have experienced in Transportation and Nation-wide distribution management

The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.

Reporting to:                 Support Services Team Leader

The overall purpose of this position

Responsible for all procurement of goods and services, warehousing, transportation of good and people, vehicle fleet management, and general logistics support to the programme.

Geographic scope: Area (Kachin)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Main Responsibilities

Support and administration

• Ensuring all the procurement processes are in line with DRC Operations Handbook

• Effective and efficient support to programs’ needs.

• Develop and maintain relevant data base.

• Maintaining the assets list.

• Weekly and monthly status reports

• Warehouse management, including reporting and alert mechanism to program staff.

• Assist in recruitment, training and capacity building of the logistics team

• Coordination of programme staff to ensure logistics involvement in the whole programme cycle

• Procurement of all goods and services

• Establish and follow up annual procurement plans

• Track all orders, purchases and deliveries

• Ensure that all logistics specific donor rules and policies are understood and respected

• Oversight of all purchase and service contract to ensure DRC's interests are protected

• Vehicle fleet management

• Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts

• Fixed asset management

• Ensure DRC supplier due diligence is effective in the relevant context

• Correctly apply ERP supply chain processes

*Perform any other relevant tasks as requested by Line Manager and / or Area Manager.

Qualification and minimum requirement

  • Minimum 2 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management
  • Good understanding of the procurement rules and regulations of major international donors
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Relevant university degree in Logistics and/or Supply Chain Management or equivalent professional qualification
  • Excellent IT skills, including experience in operating an ERP supply chain system
  • Experience in supply chain management including procurement, transport and distribution, warehouse and stock management
  • Experience with standard procurement procedures and documentation.
  • Experience with construction and site project management
  • Experience with auto mechanics or electrical installations.
  • Fluent written and spoken Myanmar language, Advanced English proficiency and Fluency in local language.

Desirable:

  • Understanding of operational context in Kachin State;
  • Understanding of humanitarian response principles;
  • Strong understanding of IDP rights.

Purpose of Job

The Logistics officer works to manage and oversee imported goods flow using sea, air and/or road freight from start to finish. That means to coordinate inbound transports and to ensure customs clearances are obtained timely and import shipments are made in time and in full. The incumbent will liaise regularly with overseas suppliers, forwarder or agents.

The Logistics officer is responsible for handling day-to-day operations with the third party logistics provider, distributor and the Beiersdorf SAP - LSP WMS interface. This includes involvement in goods receiving process, stock control, stock taking and monitoring of the flow of goods ensuring efficient logistics operations according to SOP. The position supports in terms of the management and control of logistics service provider performance, KPIs and continuous improvements.

Key Responsibilitites:

- Ensure that all cross-border shipments comply with regulatory and Beiersdorf requirements (i.e. licenses, invoices and documentation as required)

- Coordinate inbound transports and ensure that the transit and delivery is made on time and in full. This means that the incumbent will liaise regularly with overseas suppliers, forwarder or agents.

- Monitor status of inbound deliveries and shipments i.e. prioritize, follow-up urgent inbounds and inform parties involved

- Inbound discrepancies and damages handling and claims handling

- Monitor for stock conformity with system statuses as per agreed SOP and initiate corrective actions if necessary
